Towards HACCP certification: Green Control and LOCAGRI supported by GIZ/MOVE and Emergence Sahel Consulting

GIZ/MOVE and Emergence Sahel Consulting are supporting two Ivorian rice mills, Green Control in Yamoussoukro and LOCAGRI in Agboville, for their Hazard Analysis and Critical Control Points (HACCP) certification process, as part of the drive to improve health and safety standards in the Côte d'Ivoire rice industry.

From March 10 to 11, 2025, the GIZ/MOVE team and Emergence Sahel Consulting's regional agrifood certification expert led a mission to the Green Control rice mill, whose managing director Mr. Marcelin ALIPUI opened the workshop. The visit continued from March 12 to 13, 2025 at the LOCAGRI rice mill. The main objective was to carry out a blank audit in each of the units in order to assess their level of compliance with HACCP system requirements, and to finalize the certification application file to be submitted to CODINORM, Côte d'Ivoire's national standardization body.

The blank audit is the culmination of a process that began in November 2023, marking the gradual adoption of the HACCP approach within the two partner structures. This system, based on Codex Alimentarius guidelines, aims to guarantee food safety “from farm to fork”. Its adoption represents a guarantee of quality and an opening onto international markets for the rice mills' products.

Activities carried out during the mission included a tour of the facilities, an assessment of existing sanitary practices, a simulation of an official audit, working sessions to adjust internal procedures, and finalization of certification dossiers. Thanks to this support, Green Control and LOCAGRI now have concrete tools to meet the requirements of HACCP certification, a guarantee of quality and safety for their rice production.

A total of ten (10) staff members, including two (2) women and six (6) young people under the age of 35, actively participated in this crucial stage of preparation, reinforcing their skills in quality management and food safety. This partnership between GIZ/MOVE, Emergence Sahel Consulting, Green Control and LOCAGRI illustrates the joint commitment to a sustainable transformation of the agri-food sector in Côte d'Ivoire, in line with international standards.
