Introduction
Sustained growth in Ghana’s rice sector depends not only on processing volumes, but on how effectively rice mills engage with the farmers who supply them. Recognizing this, the Rice Miller Business Training (RMBT) Programme, implemented by Sense Economics under the GIZ-MOVE initiative, has introduced a targeted training module aimed at strengthening these critical relationships. Known as the Developing Profitable Farmer Services (DPFS) training, the module focuses on helping rice mills build structured, profitable, and mutually beneficial farmer service systems that support long-term business success.
As a specialized component of the broader RMBT universal training set, DPFS equips millers with practical tools to navigate operational complexity, improve supply reliability, and position their businesses for sustainable growth.
Addressing a Key Challenge in Rice Milling
Rice millers across Ghana operate in a demanding environment where securing consistent supplies of quality paddy remains a persistent challenge. Many mills must make difficult decisions around farmer engagement, input provision, service delivery, and financing, often without clear frameworks to guide these choices.
The DPFS training responds directly to this reality by helping millers develop structured approaches to farmer services that reduce uncertainty and enhance performance. Through the module, millers learn how to:
- Secure consistent access to high-quality paddy
- Facilitate farmer access to improved seeds and other inputs
- Organize or link farmers to mechanization services

DPFS Within the RMBT Framework
The Developing Profitable Farmer Services module is embedded within the Universal Rice Miller Business Training (RMBT) framework. While RMBT addresses core business management, governance, and financial readiness, DPFS places specific emphasis on the mill–farmer interface.
By focusing on service-driven engagement models—such as contract farming and bundled service provision—the training enables millers to move beyond transactional relationships toward more predictable and efficient supply system.
Northern Cluster: Training Completed
In 2025, rice mills in the Northern Cluster completed the DPFS training. A total of 10 rice mills participated, engaging in hands-on learning designed to align farmer services with business objectives.
The training covered practical strategies including:
Contract farming arrangements
Input delivery and cost recovery mechanisms
Promotion of good agricultural practices (GAP)
Provision and coordination of mechanization services
Building loyalty and long-term partnerships with farmers
Participating mills gained clarity on how improved farmer services directly influence paddy quality, processing efficiency, and market competitiveness.
Observed Outcomes and Key Insights
Following the training, Northern mills reported stronger understanding of how farmer productivity and mill profitability are closely linked. Key insights from the DPFS experience include:

Southern Cluster Training Planned for 2026
Building on progress in the north, the Southern Cluster of rice mills is scheduled to undertake the DPFS training in 2026. This next phase will ensure that mills across all major rice-producing regions are equipped with the same farmer service development tools and business frameworks.
The rollout aligns with the RMBT programme’s broader objective of strengthening rice milling enterprises nationwide and enhancing the overall competitiveness of Ghana’s rice sector
